Head Start Policy Council:
Roles & Importance
The Policy Council is a governance group made up of parents and community representatives who help make decisions about how the Head Start program operates. It works alongside the Board of Directors and program leadership to ensure that families have a voice in shaping policies and services.
What Does the Policy Council Do?
- Program Planning & Decision-Making
- Reviews and approves policies related to education, family services, health, and ERSEA.
- Helps set goals for program improvement and school readiness.
- Hiring & Staffing Decisions
- Approves the hiring and dismissal of key Head Start personnel.
- Participates in interviews for leadership positions (e.g., Head Start Director).
- Financial & Budget Oversight
- Reviews and provides input on the Head Start program budget.
- Approves funding applications for additional resources and grants.
- Advocacy & Parent Engagement
- Ensures parent concerns and ideas are heard.
- Encourages family involvement in education and community activities.
- Monitoring & Compliance
- Ensures the program is meeting federal regulations and addressing family needs.
- Participates in program self-assessments and reviews.
Why Do We Need a Policy Council?
- Parent Leadership: Gives families a direct role in shaping the program that serves their children.
- Accountability: Ensures decisions are made with input from the community rather than just administrators.
- Compliance: Head Start regulations require a Policy Council to help with governance.
- Stronger Programs: When parents and community members help guide decisions, programs are more responsive and effective.
